Voting Process
The process for the drafting and voting of a proposal is as follows:
The High Council creates a Proposal
The High Council hands the proposal down to the Parliament
The National Council and Council of Interest Groups hold discussions on the topic
If a consensus is reached, the network passes the Proposal
If a consensus cannot be reached, the network sets the Proposal for a Mandatory Referendum.
