# Voting Process

The process for the drafting and voting of a proposal is as follows:

1. The High Council creates a Proposal
2. The High Council hands the proposal down to the Parliament
3. The National Council and Council of Interest Groups hold discussions on the topic
4. If a consensus is reached, the network passes the Proposal
5. If a consensus cannot be reached, the network sets the Proposal for a Mandatory Referendum.
