Are Galactica Citizen Nodes and GNC the same thing?

‘Galactica Citizen Node’, 'GCN’, and the related fractional 'Galactica Node Shard’ or 'GNS’ simply represent more accurate and robust terminology for all the same rights, freedoms and implied responsibilities previously communicated under the banner of 'Galactica Network Citizenship’ or 'GNC’.
